In 2025, the reserve fund of the Armenian government will be reduced by about 20 percent, from 134 billion drams down to 100 billion drams. Finance Minister Vahe Hovhannisyan announced this during Wednesday’s debates on the 2025 state budget draft at the joint meeting of the standing committees of the National Assembly of Armenia.

From that amount, certain funds will be earmarked for the formation of a "safety cushion" in case of incomplete collection of taxes and deterioration of the economic situation in Armenia, the minister added. In other words, the remaining funds will be kept for emergencies.

"In 2024, that amount was 50 billion out of 134 billion drams. But that 50 billion, according to the results of the year, was never spent," Hovhannisyan said.

He added that the amount of this fund will be reduced to 110 billion drams next year.

The "economic cushion" is planned in the amount of 95 billion drams; that is to say, the fund will decrease, but the amount of its "economic cushion" will increase.

In addition, the Armenian government keeps a stabilization account—where there are now 100 to 110 billion drams—in the amount of 1 percent of the GDP.
