Over the course of the previous years, South America—especially Uruguay—has sent very strong messages with respect to the recognition of the Nagorno-Karabakh Republic (NKR). 

Armenian Revolutionary Federation (ARF) Dashnaktsutyun Party member Mario Nalpatian, who is also Vice-President of the Socialist International Committee for the CIS, Caucasus and Black Sea and who takes an active part in the Armenian National Committee, told the aforementioned to Armenian News-NEWS.am.

In his words, however, the recognition of the independence of the NKR is obviously not an easy process

“This year, Uruguayan Foreign Minister Luis Almagro had made a very brilliant address, in which he had saluted the people of the NKR and wished [them] success,” Nalpatian recalled. “With this announcement, he was inclined to recognize the independence of the Nagorno-Karabakh Republic. Three years ago, Uruguay had sent a parliamentary delegation to Karabakh.”

Mario Nalpatian noted that the level of awareness of the right of nations to self-determination is very high in South America.

“This stimulates to continue the activities toward the recognition of Nagorno-Karabakh,” he added. “In this case, the truth is on the side of the Armenian people.”
