YEREVAN. – The government of Armenia on Thursday approved its draft decision confirming the type and amount of assistance to be provided to persons affected by the March 1 and 2, 2008 events in capital city Yerevan, as well as the procedure for considering the respective application and providing this assistance.

“The amounts set by this decision don’t in any way mean compensation,” Prime Minister Nikol Pashinyan said during the debates on this decision. “The price of an Armenian citizen’s life is not determined by this. (…). This is just formulated as assistance.

“Also, based on several precedent decisions made by the European Court of Human Rights concerning Armenia, we have made such a decision for this phase. And my understanding is that these matters will be finally resolved at the European Court of Human Rights; that is, the matter and amount of compensation.”

The draft decision stipulates that the assistance to be provided shall be funded from the state budget of Armenia, and the Ministry of Justice is designated as the authorized agency to consider the application for this assistance.

And as form of respective monetary assistance, the following are specified: 30,000,000 drams to a person having the status of legal successor to a person killed—dead—as a result of injury; 15,000,000 drams to a person who has suffered serious damage to health; and 5,000,000 drams to a person who has suffered moderate damage to health.

On March 1 and 2, 2008 the then authorities of Armenia used force against the opposition members who were rallying in downtown capital city Yerevan, and against the results of the presidential election on February 19, 2008. Eight demonstrators as well as two servicemen of the internal troops were killed in the clashes.
