The National Agenda Party has addressed the ruling party and President of Armenia with the following call: “Today the My Step faction of the National Assembly, in the absence of the opposition factions of the National Assembly, adopted the bill on amendments to the Constitution of Armenia in the first reading and scheduled the second reading within 24 hours. Such a procedure overtly contradicts Article 169 of the Constitution of Armenia and Article 86 of the Constitutional Law Rules of Procedure of the National Assembly of Armenia which envisage that the bill on constitutional amendments must be submitted to the Constitutional Court after being adopted in the first reading in order for the Court to approve compatibility of the proposed amendments with the Constitution.

We demand that the My Step faction of the National Assembly of Armenia refrain from taking an action containing elements of corpus delicti of prima facie overthrow of the constitutional order and, in accordance with the requirements of the Constitution, apply to the Constitutional Court to verify the compatibility of the proposed amendments with the Constitution. We also call on the deputies of the National Assembly to refrain from voting for the bill in the second reading without receiving the opinion of the Constitutional Court.

If, in any case, this bill is adopted in the second reading and in violation of the requirements of the Constitution, we demand that the President of Armenia does not sign the bill adopted in violation of the requirements of the Constitution and send it to the Constitutional Court. Also, assessing the absence of the opposition factions of the National Assembly during the special session of the National Assembly, we urge them to join forces and also apply to the Constitutional Court to verify compatibility of the bill with the Constitution.”
