The Prosperous Armenia Party, the Armenian Revolutionary Federation-Dashnaktsutyun political party and Hairenik Party have developed a draft decision of the National Assembly proposing to lift the restriction on freedom of assembly, stating the following:

“Taking into consideration the fact that the Government of Armenia is extending the state of emergency for another month, the question on which is being considered during the session of the National Assembly, the task force set up by the Prosperous Armenia Party, the Armenian Revolutionary Federation-Dashnaktsutyun political party and Hairenik Party has developed a draft decision of the National Assembly on lifting the restrictions on freedom of assembly which will be placed into circulation by the Prosperous Armenia faction of the National Assembly. With this draft decision of the National Assembly, the task force is particularly proposing to the political authorities to renounce the defective practice of silencing public critics and put an end to the groundless and total restrictions on the exercise of the constitutional rights of people to hold assemblies, and instead of this, set rules for holding assemblies, making it possible to prevent the possible spread of the virus without violating the constitutional right of people. It is proposed to set rules for holding assemblies according to which people will be obliged to maintain 1.5-meter distance and wear face masks while holding assemblies.

We also inform that the Prosperous Armenia Party, the Armenian Revolutionary Federation-Dashnaktsutyun political party and Hairenik Party are considering the issue of eliminating, through the Administrative Court, the groundless restrictions set for the state of emergency in case the mentioned proposals are rejected by the political authorities, and the task force is preparing to hold discussions on this with economic operators, other interested forces and individuals.”
