The Russian peacekeepers’ mission in the Nagorno-Karabakh [(Artsakh)] conflict zone will be effective only if Armenia as well as Azerbaijan show willingness to fulfill their part of the obligations. This was announced on Tuesday by Konstantin Kosachev, Chairman of the International Affairs Committee of the Russian Federation Council, TASS reported.

"At the moment, we still have to be convinced that this agreement [i.e., the trilateral statement released by the leaders of Armenia, Azerbaijan, and Russia to end the Karabakh war] is accompanied at least by a relative consensus, by a public consensus," Kosachev told Russia 24 television.

The peacekeeping operation in the Nagorno-Karabakh conflict zone is Russian, and only elements of agreeing the actions with Turkey are possible, said the Russian lawmaker. "In Mr. [Azerbaijani president Ilham] Aliyev's statement, we saw certain messages addressed to Turkey that this will be a joint operation. Let's read carefully both the trilateral statement and the text presented by the President of the Russian Federation; it’s about a Russian peacekeeping contingent," Kosachev said.

"Yes, some elements of agreeing of the parties' actions may be possible. The actual fact of Turkey's presence in Azerbaijan and Nagorno-Karabakh cannot be ignored. But I repeat: the operation is Russian, the operation is peacekeeping, the operation is carried out with the consent of Armenia and Azerbaijan," added the member of the Russian Federation Council.
