There is a definite line for Artsakh, Artsakh can't be a part of Azerbaijan under any status, Artsakh Ombudsman Gegham Stepanyan said on the air of NEWS.am Power Factor program.

"In this case, the reaction of Artsakh's most important political body to the thoughts voiced in the Armenian parliament was very natural. There is a clear boundary that Artsakh can't be part of Azerbaijan. We clarify our position as follows: In order to protect the rights and freedoms of the people of Artsakh, it can never have any status within Azerbaijan. The lowest reference point that we can set is that the rights of the people of Artsakh can't exist without the right to self-determination. There is no other right but this one," Gegham Stepanyan said.

According to him, the rights of the people of Artsakh include the right to self-determination, even if there is no emphasis on it. To think the opposite, he said, is a delusion.

"War crimes and acts of genocide of the 44-day war are vivid evidence that the people of Artsakh, being a part of Azerbaijan, cannot have guaranteed rights, even if the most combat-ready peacekeeping forces and international organizations are deployed in Artsakh. This is not an emotional assessment; it is a fact. How can a generation that grew up with hatred towards Armenians for 30 years guarantee the rights of those who have imbibed hatred towards them?" Stepanyan noted.
