Turkey outran Armenia in the Protocols’ ratification process, lawyer Hrayr Tovmasyan stated at the press conference.
He also expressed confidence that Constitutional Court will “give the go-ahead” to the Protocols at December 12 sitting. Tovmasyan underlined that it would be tactically right for Armenia to ratify the documents first. As to conformity or nonconformity of the documents to RA Constitution, the lawyer considers that the Protocols do not contravene it, however if studied in-depth the inconsistencies will be seen. “If scientific panel wins a mandate permitting to study Genocide issue, contradictions to RA Constitution might occur,” he said.
With the aim of preventing Turkey’s interference in Karabakh peace process, Tovmasyan offers to point out that documents are signed between two states and bear no relation to the third one. He also considers that Serzh Sargsyan’s order on initiating legislative changes, including ratification, signing and recognition of international documents invalid, prove that RA President launched the process on recalling the Protocols’ signing.
