Military scenario of Nagorno-Karabakh conflict is questionable even in present conditions, said Head of Russian Military Forecast Center Anatoly Tsiganok. The military analyst assumes both Armenia and Azerbaijan adhere to the fulfillment of previously signed agreements on non-use of weapons. Meanwhile Armenia intends to join NATO that is why it will hardly violate the seize-fire first.
Talks on Karabakh issue will eventually deadlock unless “the autonomous republic” participates in negotiations, Tsiganok told NEWS.am. “Requirements of Karabakh side on this matter are to be taken into account. No progress is possible without Stepanakert involvement,” he stressed.
The analyst said the principles proposed by mediators somewhat differ from European practice. “There were 55 million refugees in Europe after the World War II, however, the issue of both German and other refugees’ return to their homeland for some reason was not discussed. Instead, money provisions were offered, which is unavailable for Karabakh refugees. Why Europe makes one conclusion for itself, and different-if the matter concerns others?” Tsiganok put a sound question.
