“Unfortunately, Nagorno-Karabakh does not participate in the talks, however it is NKR authorities who should evaluate the current affairs and state are they acceptable or not,” said Alexander Arzumanyan, RA Former Foreign Minister and member of Armenian National Congress (ANC) opposition party, July 24.

In late 90s it was agreed that NKR authorities will resign its commission to Armenia. Past 10 years proved RA authorities inefficiency, and the time has come to return the authorities to the actual side to the conflict, so as Karabakh participates in the talks of its’ future.

He said Armenia considers Prague and Madrid principles its achievements on the way to conflict resolution, so Armenia will not reject what it offered.

Arzumanyan said they had no idea of actual Madrid principles until they were published and had positive developments expectations for Armenian side. Commenting on Kiro Manoyan statement that Karabakh was kept off the negotiations process due to issue of NKR joining Armenia, Arzumanyan told NEWS.am: “No such document or proposal for NKR to join Armenia existed and RA Former Foreign Minister Vardan Oskanian has also denied this information.”
