The package solution to Nagorno-Karabakh offered by the OSCE Minsk Group Co-Chairs contains incompatible elements. Thus the conflict resolution will take many years, the political scientist Yervand Bozoyan stated at the June 29 press conference.

As a scientist, he realizes though the package is not very realistic, the mediators seek to create a field of compromises for the conflicting parties. “Since Armenia flatly refuses to see Karabakh as part of Azerbaijan in any status and vice versa, the Co-Chairs have nothing to do, but present proposals contributing to the conflict settlement in some way and come up with other ideas,” Bozoyan said. He stressed some of the Co-Chairs’ statements were initially still-born.

As regards possible resumption of war, the expert said the hostilities will break out only if one of the parties to the conflict is certain of its victory. “If the war has not yet started to date, it is due to the Armenian and Nagorno-Karabakh armed forces,” he said.

The expert noted the possibility of Azerbaijan’s victory in a war is not high. “This war is like a patriotic war for us, whereas for Azerbaijan it is an issue of territory,” the expert said. However, Bozoyan admitted Azerbaijan does more intensive and clever work on the information front. “In this regard, I’d like us to restore the balance. Even if we have diplomatic blunders, we could have at least  avoided them on the information front,” the expert concluded.
