Armenian NGOs intend to address the RA National Assembly a draft law on social benefits for Karabakh liberating war participants and their families, “Sasuntsi Davit” detachment commander and Advisor to RA Prime-Minister Hamlet Hovsepyan informed NEWS.am on June 29, 2009.

“I call all participants of the liberating war to support this draft law regardless their detachment and party – so that with joint efforts the bill will pass in the Parliament at earliest possible date”, said Lieutenant General Grisha Sargsyan, Head of Armavir garrison Military Police and the “Parapants Martikner” detachment Commander.

Armenian President S. Sargsyan announced, that taking into account Azerbaijani President Ilham Aliyev boasting of armament and readiness of his army to assault Karabakh any time, “We have to be always ready for war, and for this military personnel’s courage should be infused”.

The draft law provides social aid, pensions, public transportation, medical treatment, higher, etc for the war participants and their families.

“The relevance for this law ripened long ago. The matter is not only financing, but also the moral-psychological aspect. I guess these social benefits will not be of a significant loss to the state budget”, said Hovsepyan. He also mentioned that back in 2008 the draft law was submitted to the Parliament, that forwarded it to RA Ministry of Labour and Social Affairs. However, the latter considered the proposal inappropriate.

The Armenian Union of Veterans and Invalids of the Karabakh war as far back as in 2002 requested NA to ratify a law on benefits for Karabakh war veterans and their families. NA admitted the necessity of this draft law, however, so far it’s not given the go-ahead.
