Richard Giragosian, who heads the Yerevan-based Armenian Center for National and International Studies (ACNIS), reaffirmed his opinion that Russia and Turkey hold secret talks on Russian #102 military base logistics through the territory of Turkey, NEWS.am informs.

According to Azerbaijani mass media, Turkey refused to provide transit for Russian military base logistics in Gyumri. Azeri experts consider that Russia has no opportunity of military supply through this way, as Georgian, Azerbaijani and Turkish territories are closed. The only option is Iran. One of the Azeri experts even offered to re-launch “Caspian Guard” program “to inspect Russia’s weapon delivery to Iran through Caspian Sea”.

“Russians strive to get sanction of Turkey to weapon supply to Gyumri through Turkish territory”, Giragosian outlined.

In response to the question whether a third country can ban arms supply to Iran, Giragosian noted that “Caspian guard” program has nothing to do with this, adding that “Russia and Armenia are eligible of furnishing Gyumri military base with anything, including weapons. And Azerbaijan can do nothing with this. On the other hand, Russia is over a barrel after Georgian war to transport arms, thus it sets hope upon Turkey”.

Moreover, according to the expert, in case Turkey refuses Russia, the latter might have recourse to Iranian territory. “It is Russia’s right. No one is officially allowed to ban it. There may be rages, indignations, rumors that supply of Gyumri military base might impair the stability, but from the law viewpoint they cannot impose a ban”, Giragosian concluded.
