The Hayots Ashkharh (Armenian World) newspaper has published comments on the speech Levon Ter-Petrosyan, the leader of the opposition Armenian National Congress (ANC), delivered at the September 17 rally. Although his “policy speech” was somewhat different from his former opportunistic political stance during this year, it is within the context of the ANC election strategy. “It is obvious that, before the year-long election campaign starts next spring, to be followed by the 2010 parliamentary elections, Ter-Petrosyan and his team have a task of rekindling the ‘fading of public memory.’ Therefore, ‘autumn complications’ are an urgent need for them, so as not to pass into oblivion before next spring.

"With this end in view, the ANC may put forward growing political demands before the authorities, reminding them of its existence by holding a couple of rallies or processions. It is necessary for rekindling and maintaining the interest in Ter-Petrosyan by the ‘powerhouses’ interested in Armenia. Unlike the other former and incumbent leaders, Ter-Petrosyan ‘returned’ once, exhausting the potential of the ‘king is back’ technique. So he cannot seriously hope to ‘stage’ his third or fourth return."
