The Armenian Government considers inadvisable the adoption of a bill on recognition of the Nagorno-Karabakh Republic (NKR) by the Armenian Parliament, RA Deputy Foreign Minister Shavarsh Kocharyan stated in Parliament.

The Government regards as inadvisable the adoption, but also discussion, of the bill by the Parliament. “However, the discussions ate already under way, and we call on the Parliament not to vote on the document,” Kocharyan said. He stressed that Nagorno-Karabakh itself must gain the maximum benefit from being recognized by Armenia.

As regards the general situation surrounding Nagorno-Karabakh, Sh. Kocharyan stressed that Azerbaijan is not presently interested in any changes in the status quo. He reminded the MPs that, after the USSR’s collapse, the international community recognized independent Azerbaijan without recognizing Nagorno-Karabakh. “Our aim is to get the NKR internationally recognized,” Sh. Kocharyan said. Azerbaijan’s territorial integrity has nothing to do with Nagorno-Karabakh. No organization has recognized Azerbaijan with Nagorno-Karabakh as its part. Armenia’s position on Nagorno-Karabakh is as follows: Yerevan must ensure the implementation of the Nagorno-Karabakh people’s will. “At present Armenia is only representing Nagorno-Karabakh at negotiations. Our aim is, however, that Nagorno-Karabakh be at the negotiating table,” Sh. Kocharyan said.
