Chairman of the Heritage Party Raffi Hovhannisyan disagrees with the opinion that the key to settlement of the Nagorno-Karabakh conflict is in Russia’s hands.

“The OSCE Minsk Group co-chairing countries are jointly participating in the Nagorno-Karabakh peace process, and each of them has recognized the independence of certain national entities,” he said.

As to whether Armenia and Azerbaijan will be able to reach an agreement on Nagorno-Karabakh at the OSCE Summit in Astana on December 1-2, which is also Russian President Dmitry Medvedev’s hope, Hovhannisyan said: “If ‘progress’ on the basis of ‘Madrid principles’ is made before or during the OSCE Summit, we will certainly reach a stalemate. ‘Progress’ on the basis of ‘Madrid principles’ will aggravate the domestic political situation in Armenia, and we will face a change of power in all respects.”
