The institution of parliamentarism and the capital of oligarchs are incompatible, David Hakobyan, Chairman of the Marxist Party of Armenia, stated on July 2, NEWS.am reports.

The fact that Armenia lacks state control of pricing, does not fight against “parasitic capital” and, whch is the most important, does not observe the Constitution — which results in oligarchs’ getting into Parliament — will cause early parliamentary elections to be held as soon as the latter half of this year.

Hakobyan pointed out that the Armenian Parliament demonstrates “zero efficiency,” and the President is unable to rely on it. “If no early parliamentary elections are held, we will witness an early presidenial election,” he said. Hakobyan also stated that, in this case, he is not going to support any political force in either early parliamentary elections, or, the more so, presidential election. “I will go to parliamentary and presidential elections with my own party. We’ve had enough of supporting others, let them support us now,” he said. As to how the power will be changed in Armenia, Hakobyan said that “the most important thing is to go into battle, and we’ll see later.”

He also addressed the authorities-opposition confrontation and pointed out he is a supporter of Levon Ter-Petrosyan, but “disapproves of his milieu”. “As to the small fry round him, I just take no notice of them,” he said. Hakobyan also stressed that the Armenian National Congress (ANC) is not at all national opposition. Rather, it is opposition with the Armenian National Movement (ANM) setting the rules. So there is no chance of the Armenian Revolutionary Federation (ARF) (Dashnaktsutyun) joining the opposition Congress. Commenting of the ANC’s refusal to occupy seats at the Yerevan Municipal Council, Hakobyan said it was “naive”.

He also addressed the RA Parliament’s decision on amnesty in Armenia. He pointed out the resolution was a necessity, but he does not accept its “deterministic nature”. Hakobyan expressed his explicit discontent about PACE’s approval of the amnesty: “it is infantilism to take the European Parliament and other European agencies seriously”. “They send a couple of scatterbrains here during elections and make the same appraisals again and again,” Hakobyan said. He poited out that PACE approves all of its resolutions only when it has to exert pressure on Armenia.
