YEREVAN. - Speaker of the National Assembly (NA) of Armenia Ara Babloyan on Monday chaired the NA Council session.
The draft Decisions of the NA Council “On prescribing the exemplary working procedure of Standing Committees of the National Assembly Council of the Republic of Armenia,” “On prescribing the timetable for the subsequent sessions of the Standing Committees of the National Assembly Council of the Republic of Armenia” and “On approving the structure and charter of the staff of the National Assembly Council of the Republic of Armenia” were on the agenda of the session.
Deputy Chief of the NA Council Staff-Head of Secretariat Tatul Soghomonyan introduced the draft Decision
“On prescribing the exemplary working procedure of Standing Committees of the National Assembly Council of the Republic of Armenia,” which relates to the exercise of the powers of the standing committees, subsequent and extraordinary sessions of the Council, authorities of the session chair, the order of discussing issues at the committee session and other issues related to the working activity of the committees.
Mr Soghomonyan also presented details on the provisions prescribed by draft Decision of the NA Council “On prescribing the timetable for the subsequent sessions of the Standing Committees of the National Assembly Council of the Republic of Armenia,” which concisely prescribes the days and hours of convening committee sessions.
Furthermore, he put to discussion the draft Decision of the NA Council “On approving the structure and charter of the staff of the National Assembly Council of the Republic of Armenia,” which prescribes the main tasks, functions and management of the staff, legal status of the state officials and other employees, as well as the structural subdivisions of the staff, etc.
The Deputy Chief of the NA Council Staff noted that in this stage it is proposed to make certain structural changes, which will be of continuous nature in the future. In this context, he touched on the personnel policy to be conducted in the NA staff ad the optimization of the staff. Furthermore, he stressed that the changes aim to make the work of the NA more efficient and replenish the staff with professional specialists.
The NA Council members made a number of substantial and editorial proposals.
Upon the decision of the NA Council, the staff of the Armenian NA delegations in international parliamentary organizations was discussed and approved.
By the end of the session, NA Speaker Ara Babloyan noted that an electronic management system will be created, which will enable to have one common working platform through linking the computers of the deputies in their offices with those in the NA hall. Babloyan also added that thanks to the aforementioned system, the deputies will be able to get familiarized with the legislative initiatives at the session hall electronically.
