The Armenian Government is delaying amnesty for domestic policy reasons, the former Ombudsman of Armenia, secretary of the opposition parliamentary faction Heritage Larisa Alaverdyan told NEWS.am. According to her, the Armenian authorities think this way: “what will happen if amnesty is declared sooner? and what, if later? What will a public response be?” Alaverdyan called this attitude a “laboratory approach”."Pure legislative approaches don’t work here," she said.

A working meeting June 2 chaired by RA President Serzh Sargsyan discussed the issue of amnesty. The President ordered relevant agencies to propose terms and legal procedures of amnesty by June 15, 2009. The Public Council has also applied to the president for declaring amnesty. The Council members believe that amnesty should also be granted to the participants in the March 1-2 events in Yerevan, which calimed ten lives.

The Council also believes that amnesty should not be granted to the prisoners who had been amnestied, but committed new crimes, as well as to persons who committed grave crimes and were involved in election rigging.

Armenian Minister of Justice Gevorg Danielyan stated on June 12 that a bill on amnesty in Armenia will be ready by the end of the week. However, the very process of amnesty may last for two months.
