Immediately after signing the five-sided statement, Azerbaijanis again trying to speak from the position of strength, RA Deputy Foreign Minister Shavarsh Kocharyan stated in an interview with the Armenian Public TV.
Azerbaijan’s behavior shows it has not changed its non-constructive attitude, resorting to slight provocations. “It turns out that Azerbaijan does not at all want the problem to be resolved. Its way of stating the question is unacceptable to the Armenian side. There is no making unilateral concessions, but mutual concessions can be made. The second way is a military one. However, it was unequivocally stated in Astana that this way is unacceptable. Specifically, the Russian President clearly stated that, and the Armenian President unequivocally said it in Astana,” Sh. Kocharyan said. “That is all the mediators as well as power houses rule out any military settlement. The Armenian states are ready to respond to such adventures,” he said.
“So what is Azerbaijan’s hope? The only conclusion is that they do not need a settlement. Why? Because this unsettled conflict is the only a source of ideologies for the Baku regime. Moreover, for the Azerbaijanis’ national identification, Baku is, unfortunately, offering the only option, namely, anti-Armenian propaganda. A second option than can be mentioned is the so-called ‘one nation, two states’. However, after the latest WikiLeaks discoveries, this idea received one more blow. So official Baku is offering its people a way of national identification that will lead to a stalemate,” Sh. Kocharyan said.

The OSCE Minsk Group Co-Chairing Countries and the Armenian and Azerbaijani Presidents issued a statement on the necessity for a peaceful settlement of the conflict. However, just a few hours later, Azerbaijani President Ilham Aliyev made new militant statements. He also refused to hold a meeting with his Armenian and Russian counterparts, which had been arranged.
