It is not quite right to accuse OSCE of protraction of Karabakh conflict resolution, Giro Manoyan, Head of the Hay Dat (Armenian Cause) office, ARF Dashnaktsutyun told NEWS.am, commenting on whether OSCE lacks relevance.

“To claim this means to assert that the glass is half empty, ignoring the latter is half full.  If it were not OSCE and negotiations through its mediation, I am certain 16-year peace would not have maintained,” ARFD member said.

According to him, the main task of OSCE lies in establishing peace and security in the region and the latter carries out its mission regardless of the fact which bloc its members belong to. Meanwhile, Manoyan stressed that OSCE “should be given a new blood”.

“The fact the Astana Summit was the first within the recent 11 years does not indicate the organization is capable. However, it is incorrect to say OSCE ran its course.  We can say this only in case if another organization in the political arena was engaged in the process,” the politician emphasized.

At OSCE Summit in Astana, Russian President Dmitry Medvedev said the Organization for Security and Co-operation in Europe (OSCE) “needs to be modernized.”

“The OSCE is not making the most of its opportunities. The organization itself, as well as its style and work, needs modernization. One of the means to achieve the goal is “a more precise legal framework,” Medvedev underscored.

Moscow has co-authored a draft charter and suggestions on how better to co-ordinate the OSCE’s work.
