The negotiation process is not predetermined: Azerbaijan will never recognize Nagorno-Karabakh’s independence, Leader of Heritage Party Raffi Hovannisyan told reporters on December 10, commenting on the authorities’ counterargument that Karabakh’s recognition will hinder the peace process.

“Republic of Azerbaijan has made a decision on non-recognition on Karabakh for all times, all circumstances and under any conditions. Azerbaijan will never recognize Republic of Nagorno-Karabakh, its territorial integrity and sovereignty. The misbalance caused by Azerbaijan must be counterbalanced by Armenia’s recognizing Nagorno-Karabakh,” the diplomat stressed.

According to him, the recognition of Karabakh should not be considered as a tool to affect the negotiation process.
