Armenian President Serzh Sargsyan’s speech delivered in Astana provoked necessity to amend law on international agreements providing for the possibility of concluding official agreements with unrecognized national entities, Armenian Deputy FM Shavarsh Kocharyan said in parliament.
Asked by NEWS.am correspondent to clarify which provisions of president’s speech are referring to the amendments, Kocharyan said, “Provisions related to Nagorno-Karabakh”.
The Heritage part MPs once again strongly criticized the draft law, stressing that introducing such documents Armenian authorities set Karabakh equal to illegal entities instead of taking steps aimed at its recognition.
The statement of Heritage MPs angered Shavarsh Kocharyan who said that the word “entity” means “republic, organization, state”. On the contrary, adoption of this bill will contribute to international recognition of Nagorno-Karabakh’s independence as it makes the republic a subject of international agreement, he stressed. “After the document is adopted Azerbaijan will be unable to speculate about the fact that Nagorno-Karabakh is an entity subordinated to Armenia and Yerevan is signing internal agreement with it,” he noted.
He emphasized that speaking in Astana President Sargsyan stated that Karabakh had been self-determined in conformity with norms of international law and laws of the USSR. “President also stressed that Armenia is a guarantor of Karabakh’s security. However, it does not mean that the issue on Armenia’s recognition of Karabakh should be removed from the agenda. The right time should be chosen advantageous both to Armenia and Nagorno-Karabakh. We do not want to recognize Karabakh and be the only ones who did it, we want international recognition of the republic,” he added.
