Armenian-Turkish Protocols are vague, thus anything can be done under their cover, Manvel Sargsyan, the expert for the Armenian Center for National and International Studies, stated during the discussion on Armenian-Turkish relations. He considers “if the document is unclear, we should try to understand what Protocols’ purport is.” Same refers to Madrid Principles, that also lack definiteness.

Asked what the political actors in the region seek to achieve through these Protocols, Sargsyan said: “Turkey, Russia and West wish to open Armenian-Turkish border, the rest is of indifference to them and they actually toss away other issues.”

The most critical problem in Armenia is that society distrusts each step of Armenian authorities, even if they are right. The authorities are unaware of Armenian-Turkish developments’ consequences, as they seem to be uninformed on the matter. That is why authorities declare that Armenian Genocide will not be discussed in the course of reconciliation process, while the Protocols clearly mention historians’ commission to be involved."
