Armenia-Turkey Protocols contravene the international law, Head of the “Modus Vivendi” Center Ara Papyan stated at the October 5 meeting with journalists.

He believes Turkey seeks to wreck Woodrow Wilson’s arbitral decision determining the Armenia-Turkey border.

The expert finds Armenia-Turkey Protocols conflict with RA Constitution, particularly the provision of Armenia to maintain Genocide recognition process in Western Armenia.

According to Ara Papyan, the Protocols contain a provision disabling parties to pursue a policy conflicting with good neighborly relations. That is, any political step of Armenia directed towards the Genocide recognition or remembrance, including the RA President’s April 24 message might come into collision with the Protocols.

The expert considers the Protocols are not subject to ratification, as the conditions and procedures stipulated by the law were not observed. Moreover, the initialing itself was illegal, and the “Protocol’s signing will mean law-breaking,” the expert concluded.
