The list ranks Belarus President Alexander Lukashenko-12, U.S. President Barack Obama-15, Russian Prime Minister Vladimir Putin-18, French President Nicolas Sarkozy-28, Georgian President Mikheil Saakashvili-35, RA Prime Minister Tigran Sargsyan-88, President of Cuba-169 and Pope Benedict XVI Sovereign of Vatican City-171.
