Armenia-Turkey protocols’ signing does not mean they came in force, besides the ratification might protract, the political analyst of Polish Institute of International Affairs, expert on South Caucasus and Central Asia Tomasz Sikorski stated.
According to him, one of the obstacles for ratification is Karabakh conflict settlement. The expert considers that there is a definite interdependence between Turkey’s consent to implementation of “South Stream” project and Karabakh conflict settlement.
According to one of the options by expert, Turkey agreed to geological exploration in its territorial waters to have the South Stream pipeline construction, in exchange for Russia’s pledge to accelerate Karabakh conflict resolution.
