As of June 28, 2019, Ruben Hayrapetyan’s term of office wasn’t extended; therefore, by virtue of law, his powers are deemed to be terminated. This is what lawyer Alexander Kochubayev wrote on his Facebook page, touching upon the term of office of Acting Rector of the Armenian State University of Economics Ruben Hayrapetyan. Alexander Kochubayev is the attorney of the dismissed professors of the University.
“This is the order by which Minister of Education, Science, Culture and Sport of Armenia Arayik Harutyunyan appointed Ruben Hayrapetyan the acting rector of the Armenian State University of Economics. According to that order, Ruben Hayrapetyan is appointed until the election and appointment of the rector as prescribed by the legislation of the Republic of Armenia.
According to point 1 of the Charter of the Armenian State University of Economics, the Armenian State University of Economics is a non-profit, state non-commercial organization (SNCO) with the status of a legal person. The general procedure for appointing executive bodies of state non-commercial organizations is established through the procedure approved upon Decision No 224-N of the Government of Armenia of 25 January 2005.
In the case under consideration, Ruben Hayrapetyan was appointed the acting director of the SNCO for a term of 6 months on December 28, 2018. After that, by virtue of the procedure, a tender was supposed to be announced and a director of the SNCO was supposed to be appointed, and if such a tender was deemed to be held, the temporary term of office of Ruben Hayrapetyan was supposed to be extended once again for a term of 3 months.
As of June 28, 2019, Ruben Hayrapetyan’s term of office wasn’t extended; therefore, by virtue of law, his powers are deemed to be terminated.
However, Ruben Hayrapetyan continues to serve as acting director of the SNCO, possesses the funds of the SNCO, signs orders and represents the SNCO in the press and within other state bodies.
