In the Artsakh (Nagorno-Karabakh)-Azerbaijan conflict zone, the Azerbaijani armed forces have used phosphorus munitions containing elements of chemical weapons, and this is a gross violation of international humanitarian law, norms and principles of customary law, the Geneva Conventions, as well as the provisions of the relevant UN conventions and documents, and, aside from the objective of causing damage to the Armenian armed forces, it also has the task of causing massive forest fires and creating real risks of environmental disaster in the given area.

The Artsakh Defense Army informed Armenian that the prohibition of the above-mentioned actions and the rights and values protected as a result are first and foremost in the realm of customary law, and the use of such weapons, which do not make a clear distinction between military and civilian facilities, are also a cause for environmental disaster and possible human losses, and are war crimes.
