No legal organization, except for the UN, has direct authority to intervene in the situation in Nagorno-Karabakh, deputy FM Shavarsh Kocharyan told the Armenian parliament on Thursday.
According to him, an appropriate decision of the security council is required to intervene.
He also recalled that the leaders of the three permanent members of the UN Security Council - Putin, Trump and Macron - called for an end to hostilities in Artsakh, but this did not lead to any positive results.
