The assistance provided by the government did not reach the residents of Kashatagh Region of Artsakh (Nagorno-Karabakh) because they are not included in any social program. A resident of Berdzor (Lachin) town of Artsakh told journalists about this at Sunday’s rally in Armenia’s capital Yerevan.

She added that the minister of social affairs said that the matter is being discussed and it will be answered in the coming days.

The Berdzor resident said that they started living in Kashatagh Region since 1994, but left Berdzor about 10 days before the end of the recent Artsakh war.

She thanked those people in Armenia who today host—in their homes—the displaced persons from Artsakh.

And asked whether they want to return to Berdzor, the woman said: "There would be a desire to return if Berdzor was preserved with its houses. (…). People went [back there] to bring their things; they saw that the house was completely empty. If we were going to keep that area for Armenians, why was everything done to dispossess it from Armenians?”

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities— which Azerbaijan had launched on September 27—in and around Artsakh. Accordingly, Russian peacekeepers are deployed in the region to monitor the implementation of the ceasefire and the cessation of hostilities. But this statement also stipulates the handover of part of Artsakh lands to Azerbaijan.
