YEREVAN. – Armenia continues to be the guarantor of Karabakh's [(Artsakh)] security. Ruben Rubinyan—head of the Armenian delegation to the PACE, chairman of the National Assembly (NA) Standing Committee on Foreign Relations, and an MP of the My Step ruling bloc—stated this at Tuesday’s press conference in the NA.

At the same time, he noted that the European Union (EU) and the Council of Europe were different organizations, and the issue of captives referred to the Council of Europe.

"Recently, the EU representative also issued a statement calling for the return of prisoners of war," Rubinyan said, adding that Europe in general was various and very diverse.

According to him, many people think that Europe is a homogeneous structure, but this is not the case at all.
