I cannot answer that question because I am not competent. Deputy defense minister Karen Brutyan told this to reporters at the National Assembly Monday—and when asked about the current situation at Armenia’s borders.

"We strive so that the management of funds at the Ministry of Defense be effective," he said.

And to the remark that it is said that there are problems, such as tents and some other items, in terms of military infrastructure, the deputy defense minister responded: "No servicemen will remain the tents, everyone will be provided with proper [service] conditions. We work intensively so that there will be no problems. We do not have a funding issue."
