During the plenary session of the spring session of the Parliamentary Assembly of the Council of Europe (PACE), a debate took place between the Armenian, Azerbaijani, and Turkish delegates. The debate arose after Eduard Aghajanyan, a member of the Armenian delegation to the PACE and a member of the ruling majority "Civil Contract" Faction of the National Assembly of Armenia, stated in his speech that Azerbaijan was taking advantage of the situation in Ukraine and had been putting psychological pressure on the people of Artsakh's (Nagorno-Karabakh) border areas since February 2022, creating a humanitarian crisis, and violating the European Convention on Human Rights and fundamental human rights.

After Eduard Aghajanyan, another member of the Armenian delegation to the PACE Vladimir Vardanyan, a member of the "Civil Contract" Faction, reminded that on April 24, when all Armenians commemorated the victims of the Armenian Genocide, Turkish Foreign Minister Mevlut Cavusoglu had made the sign of the Gray Wolves—the Turkish ultra nationalists—to the peaceful demonstrators participating in the commemoration ceremony in Uruguay of the Armenian Genocide victims. Vardanyan stated that such actions endanger the process of possible formation of trust between the two societies.

Vladimir Vardanyan also noted that Armenia is committed to European values and continues to do everything possible to normalize Armenian-Turkish relations, hoping that the Turkish associates will have enough will to reciprocally open the border and establish normal relations with Armenia—promoting de-escalation and the establishment of lasting peace in the region.

After Vladimir Vardanyan, the head of the Azerbaijani delegation to the PACE Samad Seyidov made a speech, accusing the Armenian delegates of deviating from the topic, noting that everything is presented in black. He also asked why the Armenian delegates do not declare that Cavusoglu was attacked.

Then he stated that Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan had agreed on a peace agenda under the auspices of Charles Michel, the President of the European Council.

"I have a cognitive dissonance in my mind because your prime minister said that ‘We agree with Azerbaijan's proposals, we agreed to accept Azerbaijan's proposals which we passed on to our Armenian colleagues,’ and now the representatives of the Armenian delegation to PACE speak against the position of their prime minister. They are speaking against the national interests of Armenians, who are striving for peace in the region," he said, adding that Azerbaijan has done and will do everything to establish peace.

And after the aforesaid Azerbaijani delegate, Turkish delegate Kamil Aydin made a speech, noting that the topic of the current PACE session was the Russian aggression in Ukraine, whereas the colleagues were deviating from this agenda. He also noted that Vladimir Vardanyan made baseless accusations against Cavusoglu in connection with the Grey Wolves’ sign. The Turkish delegate noted that this sign is used by all Turkish politicians.
