Armenia's territorial integrity must be respected, and Azerbaijan must withdraw its troops from Armenian territory in accordance with the ceasefire agreement of November 10, 2020, French delegate Jacques Le Nay said, speaking at the discussions during the autumn session of the PACE.

He condemned the use of force, which is unacceptable as a way to resolve disputes between members of that organization. The clashes are the largest since the end of the war in 2020, and they do not appear to be isolated in light of the current situation, which could quickly escalate into a full-scale war.  It is important to be reminded of a number of fundamental principles. First and foremost, Armenia's territorial integrity must be respected, and Azerbaijan must withdraw its troops from Armenian territory in accordance with the November 10, 2020 cease-fire agreement, he said.

The politician also called for an investigation and prosecution of all those responsible for the circulating videos showing Azerbaijani soldiers torturing and killing Armenian soldiers. "I call on both sides to conclude a peace agreement as soon as possible, which must be respected, for this to be possible, the Council of Europe must fully play its role as a pan-European platform for discussion and facilitate a political dialogue that reduces tensions. The international community cannot remain indifferent to the situation in the region. The European Union, the United States, and Russia and Turkey must work together to resolve this conflict, but in light of the war in Ukraine, uniting the international community will not work.  The war in Ukraine has implications for Armenia and Azerbaijan. After all, Russia is more isolated than ever before and is not going to facilitate discussions, especially since Russia has an interest in getting involved in the conflict. It is bogged down in Ukraine itself, so we have to raise awareness of the need to act for peace in the region," he said.
