The Alma Ata declaration of 1991 is an open document in which it is written that the national borders of the new countries that formed in the place of the Soviet Union will be determined by the administrative borders that existed within the framework of the USSR. Russian Foreign Minister Sergey Lavrov stated this on Tuesday at his joint news conference with Azerbaijani Foreign Minister Jeyhun Bayramov, in Azerbaijani capital Baku.

"I don't even know what to add here," Lavrov noted.

He stated that the c leaders of Azerbaijan and Armenia have signed a document—i.e., the Prague declaration—which, among other things, contains a reference to the Alma Ata declaration of 1991.

Commenting on Azerbaijan's arbitration claim against Armenia, Lavrov stated that it is a bilateral issue between Azerbaijan and Armenia, and a path that includes judicial procedures was chosen.
