Ian Liddell-Grainger (United Kingdom) and Lise Christoffersen (Norway), Parliamentary Assembly of the Council of Europe (PACE) co-rapporteurs for the monitoring of Azerbaijan, have welcomed the progress of the negotiation process between Azerbaijan and Armenia. This is noted in the report of these rapporteurs accepted following their visit to Azerbaijan on June 3-7.

"As regards issues related to the conflict over Nagorno-Karabakh, we welcome the recent progress made by Azerbaijan and Armenia to reach a peace agreement and urge both governments to intensify their bilateral negotiations in this respect," the document says.

Referring to the situation in the Lachin corridor, the PACE rapporteurs called for ensuring freedom of movement in accordance with the previous reports, the decision of the European Court of Human Rights (ECtHR) of December 21, 2022, and the decision of the International Court of Justice of the United Nations of February 22, 2023.

"We also hope that the peacekeeping forces of the Russian Federation will leave that region no later than November 2025," the report also states.

“We also express hope that the Russian Federation peacekeeping forces will leave the area by November 2025 at the latest,” the report added.
