Minsk agreements were not implemented. Kiev does not want or cannot implement them. Attempts to reformulate them have pushed the situation into a deadlock, said the Russian presidential spokesman Dmitry Peskov, reports RIA Novosti. 

"Do you know, that during this year there have been made attempts to rewrite, prescribe different comments, and change the sequence [of the agreements]. This situation creates a more dangerous deadlock, "Peskov said.
