To this day, it is not clear what is happening at the line of contact, since there is no independent source that would inform who was the first to open fire. 

Ambassador James Warlick, former US Co-Chair of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, told the aforesaid to Voice of America Armenian service.

Warlick noted that he would like to listen to people in Armenia and Azerbaijan saying loudly that the time has come to establish peace, and forcing their presidents to find a way to settle the Nagorno-Karabakh conflict. 

As per the US diplomat, the leaders of Armenia and Azerbaijan realize that the resumption of this conflict is extremely dangerous.

In Warlick’s words, the maintenance of status quo in the conflict zone will not bring peace; this status quo is not sustainable, and it makes the threat of war more likely.

According to the former co-chair of the OSCE Minsk Group, the main obstacle facing the resolution of the Karabakh conflict is the absence of a respective political will by the parties to this conflict.

The diplomat recalled that a comprehensive settlement comprises numerous factors, and they all need to be developed.

He added that even though the status of Nagorno-Karabakh should be discussed, the returning of territories to Azerbaijan likewise needs to be talked about at the same time. 

James Warlick expressed a belief that peace can be established in Karabakh, the population of the region deserves peace, and now the time has come for peace.
