YEREVAN. – There is no guarantee that Azerbaijan will fulfill its obligations in case of signing a new document on the Artsakh (Nagorno-Karabakh) issue. 

Ambassador Ara Papyan, Modus Vivendi Center Director and political scientist, stated the aforesaid at a press conference on Wednesday.

In his words, although all political forces in Armenia speak on the precept of mutual concessions, their respective perceptions are different.

“We [i.e. the Armenian parties to the Karabakh conflict] cannot believe in the words of Azerbaijan, since there are many examples of how Baku does not fulfill its obligations,” stressed Papyan.
