YEREVAN. - There is a comprehensive plan on Nagorno-Karabakh issue on the table, but we do not necessarily use the term “Lavrov Plan,” U.S. co-chair of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, Ambassador Richard Hoagland told reporters on Monday, answering the question as to whether the so-called Lavrov plan exists and what details it includes.

According to Hoagland, the discussed plan consists of three parts.  “It would not be proper for me to tell you in detail anything about it because both sides negotiating need to work on those various aspects. And in diplomacy, it’s like in a card game: When you’re holding cards, you don’t put all the cards on the table for everyone to see. When there is a plan, it might be very good, but there might be parts that need to be a little bit rearranged or a little bit changed. So we do not talk about the details in advance,” he added.
