The Investigative Committee of Armenia has filed a criminal charge against Major M.S. Abrahamyan, the head of the Fire Fighting and Rescue Service of the N division of the Armenian Defense Ministry, regarding the death of 15 servicemen, the press secretary of the Investigative Committee informed NEWS.am.
According to him, the Investigative Committee appealed to the court with a request for preventive punishment in the form of arrest.
The article 550 part 3 of the Criminal Code of Armenia (malpractice resulting in death or causing serious harm to health).
According to the IC, M.S. Abrahamyan, being a commander (chief) and the official responsible for the organization of fire protection, continuous training of fire brigades, security equipment and training of staff on fire safety requirements, recording the technical condition of fire extinguishers, installation of fire extinguishers in all kinds of premises, due to careless and negligent attitude towards fulfilling his official duties, has not fulfilled these duties, including providing the engineering-sapper company of N military part of RA MOD with the appropriate fire safety equipment.
On January 25th within the framework of this proceeding the indictment was given to deputy head-commander of the brigade on the line of rear and public utilities of N military unit of Armenian Defense Ministry G. A.
On January 19, 2023 after midnight the officer of the engineering service of N division of Armenian Defense Ministry, being responsible for the place of deployment, being in the room, destined for the personnel of the above mentioned division, situated in Azat 1st street, Gegharkunik province, in violation of the established order, tried to kindle the oven with petrol, which caused the fire in the dwelling. Due to the lack of proper fire protection measures, the soldiers who were in the shelter had no opportunity to put it out and, in the absence of an emergency exit, to break the iron bars attached to the windows of the room and get out. As a result, 15 conscripts of the same company who were sleeping in the room were killed, and an officer and four other servicemen were injured in varying degrees.
