Hraparak daily of Armenia writes as follows: Yerevan Mayor Tigran Avinyan is probably not aware that Artsakh [(Nagorno-Karabakh)] has been de-Armenianized and completely surrendered to Azerbaijan. This is indicated by the contract signed on December 28, 2023 between Yerevan Municipality and individual entrepreneur [(IE)] Zhanna Musayelyan.
The thing is that according to that contract, 38 million 246 thousand drams were transferred to Zhanna Musayelyan from 01.10.2023 to 10.11.2023 for "providing hotel services for the citizens of Nagorno-Karabakh in the Republic of Armenia due to the blocking of the Lachin corridor [by Azerbaijan]."
In fact, the contract for the provision of services was signed retrospectively—after the services were rendered and even after Artsakh was handed over.
A question arises as to on what basis did IE Zhanna Musayelyan provide service from 01.10.2023 to 10.11.2023, and why did they decide to order this IE to provide such services? This state purchase at a particularly large price was made by the municipality from Zhanna Musayelyan through a one-person purchase procedure.
