YEREVAN. - The state of emergency is undesirable for any state and any person, Armenian Justice Minister Hrayr Tovmasyan said in the parliament.

The debated on amendments to the Law on Legal Regime of the State of Emergency kicked off in the parliament on Monday. The amendments envisage that Armed Forces’ units will not differ from those of policemen functionally.

The head of standing committee on legal affairs David Harutuyan said the draft bill does not suppose that the army can be used for political purposes.

“Not for political purpose but protection of constitutional order,” he said.

In his turn MP from opposition Heritage group Armen Martirosyan recalled Armenia’s National Strategy provision which says the army is used to protect against aggression, whereas legal definition of aggression is foreign aggression.

“There is no point on internal aggression, thus, our remarks are acceptable. If the public discontent reaches a critical point, even the armed forces will not help to maintain the power,” he said.
