YEREVAN. – The Organization for Security and Cooperation in Europe (OSCE) Minsk Group co-chairs are attempting to accelerate the Nagorno-Karabakh negotiation process in order to achieve the signing of a document, according to Zhoghovurd newspaper.
“The (OSCE) Minsk Group co-chairs are planning to organize a new [Armenian President] Serzh Sargsyan-[Azerbaijani President] Ilham Aliyev meeting in the coming weeks, during which the likely talks will already enter the phase of discussing a specific document.
“It is apparent for the mediators that Armenia’s system of governance will undergo a major change after the parliamentary elections next year, and (…) the talks on the NKR [i.e. the Nagorno-Karabakh Republic (Artsakh)] conflict will no longer be able to be continued with the current format.
“The official representing Armenia—in this case, the person holding the post of Prime Minister in the future—will no longer be able to make the sole decision. Hence, the talks will enter a phase of infinity.
“Therefore, in such circumstances, the mediators’ aspiration to attempt, in the coming months, to resolve the problem once and for all, by wresting concessions from Serzh Sargsyan, is fully expected,” wrote Zhoghovurd.
