Armenian leader's discussions during his meetings on the margins of NATO summit dealt with the agreements reached in Vienna and St. Petersburg,  Armenian Foreign Minister Edward Nalbandian told reporters in Warsaw.

“If these agreements are implemented, they will create appropriate conditions, as we have repeatedly said, to promote the negotiation process,” the Minister said, adding that it is about creating mechanisms for investigating the incidents.

According to him, the co-chairing countries have submitted specific proposals.

“Despite the fact that Azerbaijan pretends not to know what is going on, the co-chairing countries provided sufficiently detailed proposal, and Armenia responded and expressed generally positive views on the establishment of these mechanisms,” Nalbandian said. “This is the initiative of the co-chairs. Even in 2011, 2012 the presidents of Russia, Armenia and Azerbaijan as a result summits in Sochi, adopted a declaration, which clearly stated the need to implement mechanisms for investigation of the incidents. However, each time Azerbaijan made a step back.  Azerbaijan is now trying to abandon the agreement, pretending that such arrangements do not exist”.

As to expansion of the mandate of the Personal Representative of the OSCE Chairperson-in-Office, the Minister believes that Azerbaijan strongly hinders the realization of the agreement.

In any case, according to Nalbandian, the co-chairs and the OSCE Chairperson-in-Office are determined in their actions.

“It is impossible from meeting to meeting to agree on any matter, and then one of the parties takes a step back, thus losing the trust and casting doubt whether this country is able to negotiate and come to an agreement at all,” he resumed.
