According to Georgian laws a school class is formed of at least 35 children. Otherwise, school hours and teachers’ salaries are reduced. The voucher system prevents the formation of classes, Shirak Torosyan, Head of the Javakh compatriotic Union, a Parliament member from the Republican Party of Armenia (RPA), told Armenian News-NEWS.am.

Georgian children must have school vouchers or pay for their schooling. Vouchers are not issued to foreign citizens or people without identity cards. Over 1,000 children that are not Georgian citizens or do not have identity cards live in Akhalkalak, a Georgian region with a dense Armenian population.

According to Torosyan, this practice is Georgia’s strategy of getting rid of Armenians.
