STEPANAKERT. – It is very important that people actively participate in the referendum, and show that they comprehend its significance.   

The former German ambassador to Armenia, Reiner Morell, who is in the Nagorno-Karabakh Republic (NKR/Artsakh) capital city of Stepanakert, told the aforementioned to ARTSAKHpress news agency. 

“I have arrived here in order to get acquainted with Artsakh,” said Morell. “I want to see how the people here manifest themselves during such an important political event, and how effective the democratic institutions function [in Artsakh].” The diplomat added that this will enable him to assess the NKR.

Furthermore, Germany’s former ambassador to Armenia noted that everything is very well organized at the initial phase of the said plebiscite in Artsakh.

The NKR on Monday is conducting a constitutional referendum.

The respective constitutional amendments envision a transition from a semi-presidential to a presidential system of government in Artsakh.
