STEPANAKERT. - Minister of Foreign Affairs of the Nagorno-Karabakh Republic (NKR/Artsakh), Karen Mirzoyan, on Monday received Former Senator, member of “The Nagorno-Karabakh Forum” of Uruguay, Oscar Lopez Goldaracena, who has arrived in Artsakh on an observation mission.

At the meeting, the sides referred to the activity of the “The Nagorno-Karabakh Forum” aimed at establishing bilateral ties in different spheres as well as raising awareness about the exercise of the right of the Artsakh people to self-determination and democratic processes in the NKR among the Uruguay Community, the press-service of the NKR MFA reports.

The sides also discussed a range of other issues of mutual interest.

The NKR is conducting a constitutional referendum on Monday.

The respective constitutional amendments envision a transition from a semi-presidential to a presidential system of government in Artsakh.
