Azerbaijan had prepared ground for the recent military aggression against Armenia. The Human Rights Defender of Armenia, Kristinne Grigoryan, told about this to a press conference Friday.

"On September 13, the Azerbaijani authorities publicly called for the destruction of the Armenian state; many cases of ethnic hatred against Armenians were recorded. Back in July-August of this year, we recorded examples of psychological pressure and sabotage [by Azerbaijan] against the Armenians in the communities of Gegharkunik Province [of Armenia], which were subjected to [military] aggression in September," she said.

"All operations were being overseen by one center. This indicates that the ground was being prepared for an aggressive war. The objective of Azerbaijan's policy is to evict Armenians from their villages," added Grigoryan.

She noted that Azerbaijan always justifies the shelling of civil infrastructure as an "accident."

"First, the extent of the damage suggests something else; this is a targeted action. Second, they admit it. What is this, if not a violation of the territorial integrity of another state? What is this, if not an aggressive war?" Armenia’s ombudswoman concluded.
